I have never heard about these certifications before, but I recently got a request from one of our people to investigate if 'Associate Professional in Talent Development' (APTD) or 'Certified Professional in Talent Development' CPTD certifications are worth it, well know or even Reputable? In other words, does anyone have one of these and/or do you know if any companies/positions really care about them in the Learning/Development/Talent space? 

I'm a highly experienced L&D professional. I earned a Certified Professional in Training Management (CPTM) credential in 2021 from Training Industry.  I found the learning valuable and the CPTM alumni community to be a great ongoing professional resource. 
I know others who have the ATD CPTD credential. I can't speak to the APTD, but the CPTM and CPTD are well-respected credentials in the L&D / Talent Development space.  
I'd be happy to chat with anyone who wants more info.
