Target Operating Model should bas based on business goals and objectives. Review existing operating model and see if it is aligned with organization business goals if not then define future state based on the business goals by engaging business and IT stakeholders. Once target model defined, implement the target operating model and communicate to everyone. Define KPI, continously monitor and re align accordingly.
