There are 2 metrics you should look at : 1) Core Web Vitals and 2) Page Load time ...you can use tools(many are available ) in the market.

Should be super fast. As people do expect fast internet and have that at home and on private devices as well. Good benchmark (in the eyes of an employee) is always a popular news site from your own country. 

The challenge lies with the IT-department. Where is it hosted (on-site of cloud) and what about the security protocols in place to keep it safe (draining your response time)
