Any suggestions on how to make Windows trust an off-the-shelf application so that non-admin users don't get a UAC prompt? I would appreciate any ideas.

One way you can do here is to sign the application with a trusted publisher certificate. This is the most secure way to make Windows trust an application. You can sign an application with a trusted publisher certificate using a variety of tools, such as SignTool.exe or the Visual Studio signing wizard. Hope this helps!
