This is a good question, there are multiple pieces of software that are being used in the change management/change control process. I remembered using Vantive about 15 years ago, but now Remedy seems very popular.

Personally we've consolidated across all technical teams, including Engineering, DevOps, DC/Infra, Tools and Security + Support) and moved off multiple tools to JIRA since it integrated well into other systems and across teams. There's lots of solutions and ultimately it's what's work best for your use case and keep in mind the other tools each department uses that you want it to integrate with.
