In current context , SaaS vendors directly discuss with business teams  and convince them on the need/benefit of the solution. Business team evaluation generally look at  immediate solution and does not look into long terms or other integration requirements. . Moreover Technology team will have minimum leverage if it come to them during the fad end of the process. 

The best way  forward is to have a joint  team  of Business users and technology  members to evaluate and take a joint decision.
