I have been in large and small / start up as CFO and the 2 key roles are Financial Controller and Head of planning / forecasting.
India Head and Director of Global Finance Shared Services in Hardware, 5,001 - 10,000 employees
My view is to quickly fill up Chief Global Controller and Head of Financial Planning and Analysis roles quickly. The other functions can be built up in due course of time, but these 2 roles must be filled up by CFO first to build the framework of his / her organization. 
Director of Finance in Consumer Goods, 10,001+ employees
The top positions to immediately recruit at earliest in case of attrition is FP&A head and Accounting Manager in order to avoid disruption in operations. Job Rotation and backup planning is important aspect to avoid any impact on finance operations.
