More than the org structure, a change in culture is important. You need to emphasize a lot of organization change management, making employees realize why you doing things and what are the benefits and how things will be done. The clarity is important. Then you could change the org structure to suit your strategy. To be able to communicate in such a way that everyone understands what you are trying to do is more important. You also need to keep in mind that you cannot fully change everything in one stroke, let go employees in the name of change and then have repurcussions which will reverberate for a long time. It has to be gradual transformation, reskill, communicate well and then align people as per the chosen transformation strategy. Org structure will evolve based on your strategy, so there is nothing like the best, you need to define based on the ground realities.
