What performance metrics should CIOs specifically be measured on?

CIO should be measured by the business and the systems they support, i.e., the business systems should meet their uptime (99.999%) during the core business hours. In addition, the systems the CIO supports should meet uptime goals (normally 99.999%) their intended objectives by helping the business achieving their objectives.  Surveys from business leaders with determine the CIO's  performance.

CIO may have operational KPI's he is watching for the enterprise, but what he should be measured on is the same KPI's as the CEO and the other C level leaders.

CIO/CTO should be measured by total corporate success. 

Technology ROI should be measured by the business performance that is enhanced and processes improved via technical solutions.

These tech/process improvements should equal more time and capabilities to make more and more profits.

The idea is to be faster, more efficient and be able to work from anywhere!! With Robotics AI and Business analytics that act as constant tech assistants.

I don’t believe CIO should have specifically metrics.
As one of the corporate leader his/her metrics should be same as CEO one and both should cooperate to achieve it.
Base on the business industry the KPIs could be things like Revenue, backlog, Cash, G&A ratio to Revenue...
