Without a doubt - Technical Debt! It's a ball and chain that creates an ever increasing drag on any organization, stifles innovation, and prevents transformation.
Instead I would shorten duration of 1:1s and focus on helping reduce barriers etc. in some cases we switched to less frequent 1:1s to allow more work time.
