No, but both are a bad sign.  Make sure you interview the company before accepting an offer.  And do some background checks with the local IT community.  Find out what the culture is like.  What can you expect the working conditions to be like.  How respected is management by the engineers..  It's like dating..

Most of the application team I lead is in Brazil and the global IT leadership (US-based) now wants to move some of that work to a new global delivery center in India to be more cost effective, but I have doubts.
