Wouldn’t that depend on whether or not they were allowed (or disallowed) by company policy and/or employment agreements; and/or whether or not they were fully transparent vs deceptively holding two jobs at once? I think you should clarify your question to include this context.

My org is looking to nix work that is not adding significant value in response to employees feeling like work is continually added but never eliminated.  I worry that without an accompanying culture shift that addresses our inclination toward immediacy, reactivity, "fighting fires," etc -- this effort will be fruitless.  Looking for ideas on how to address the cultural shift?
