Are Leaders Born or Made?

With respect to this topic...I will say leaders are born and leaders are made.

Any leader that is born and are not made can't emerge as the leader. 

I think biggest quality of being a leader is to be People's person..

With proper training and development program leadership can be developed. I wonder how the higher responses are towards “born”
