I think the challenge is that product organizations are generally flat.  Growth comes more from the types of projects and experiences and less through formal promotions.

I am a big believer in having a pipeline of internal candidates that know our business and our competitors / customers to help grow the product team.  BUT you also have to have a pipeline of external product "pros" to teach and mentor them and level up everyone's skills.  It is a balancing act for sure.
