If not, does your PTO allotment policy recognize previous experience at other organizations?

We don’t discuss such topics in a typical recruitment process. Nor do we recognise previous experience in other companies. Vacation time is typically service dependent - and of course subject to local country policy, on some occasions additional salary sacrifice schemes are in place.
