The best way to attract talent in general, and during the Great Resignation specifically, is to have a company where people want to work at.

Internal referrals are the best way. And if your employees are happy and want to work there, they will want their friends to work there also.

Paying extra to hire someone is not a sustainable model. Companies are taking many steps to solve this problem, such as:

1) Generating talent
The technology market is changing at a rapid pace; even experienced people are taking time to get the required expertise on new age technologies. Hiring freshers, those with little to no experience, would help solve the talent problem in the long run.

2) Incubator hiring
Thousands of tech startups are running out of colleges, and companies are eyeing these resources who are trained in niche skill sets and have live project experience. 

3) Freelancer alignments
Small- and medium-sized companies are looking for large freelance pools depending on their engagements.

4) Hiring from other geographies
The rise in resourcing prices has opened up new promising markets like Romania, Vietnam, etc. for skilled IT resources.
