When I led the PMO, we used a similar approach. Initially, some project managers were hesitant to report anything but green, which led to anxiety among senior stakeholders when they saw yellow or red. We had to clarify our definitions: green means everything is fine, yellow indicates issues we can manage internally, and red signifies a need for leadership's intervention. Once we established these definitions, it became an effective way to communicate risks without causing unnecessary alarm. It's important that everyone understands what each color represents to maintain clarity and realism in our reporting.
