I am working to benchmark what if you are offering severance when you layoff US manufacturing employees, if yes, how many weeks are offered per year of service? 

There is no severance pay as such, for the surplus work force reduction list, its 4 weeks notice + 1 additional week for every year completed in the organization. 
Standard notice period is 2 weeks (paid) for all exits.
