An in-house IT team is always the way to go, especially if we are talking about a large organization.

I have seen many companies choosing to build their in-house IT team, as they are looking for the "cheaper option", and forget about training and career development. So they end up with (over time) un-skilled personnel but demanding top notch to the same people.

Outsource and have an internal team for control and audit so company can concentrate on their core competency
IT Manager in Construction, 201 - 500 employees
Depends on the nature and the size of the business. My opening, for medium and big businesses, building the right IT team in-house is much better.
IT Manager in Education, 501 - 1,000 employees
To me, an in-house team is the best solution, no matter the size of the corporation. I would only consider outsourcing if the required tasks are too costly, should we opt to train our team or hire new skills, in matter of time and money.
