I really think this can vary depending on the nature of the organisation.  In most enterprises though, Information Technology has become a core enabler for the running of the business.  The rapid pace of change of IT also means that it is an enabler for transformation of a business in order to ensure its survival as well as enabling it to thrive.  the goal of the IT function is therefore to co-create the strategic vision of the business and also enable the strategy through partnership with the rest of the organisation.
