What is the recommended NTP design when you have a Cloud 1st strategy?  Is layered Stratum design still a best practice?

When adopting a Cloud 1st strategy for NTP design, it is recommended to utilize cloud-based NTP services and regional NTP servers while implementing NTP peering. Layered Stratum design remains a best practice for maintaining accurate time synchronization.

In a cloud 1st strategy, traditional layered stratum design for NTP may not be the best fit in my experience. Reason is, cloud environments offer built-in cloud monitoring services to validate accuracy of time synchronisation. It also does checks against external time references for accuracy. 

You also have to ensure redundancy and fullback options have been considered for resiliency within your cloud system.
