It depends on the vendor & context, difficult to generalize. The true north is option #1 but it is important for both parties to work in the direction and create an environment of trust. It important to acknowledge that in our kind of work it is not possible to attribute every hour to an outcome at an unit level. Hence I focus on being 'directionally correct' by the hour i.e is the billable hours being spent on doing work that will take us to the desired outcome. Content you might like
