The best success that I have experienced with leadership development programs is a program that has formal leadership training that was reinforced on a regular basis through coaching. This embedded the leadership behaviors into teams and impacted culture in a positive way.
My organisation believes it's development in the flow of work - i.e., on-the-job development. However, it must be structured with objectives and feedback points.
