Should a CIO always report to a CEO? When does it make more sense for a CIO to report to a COO or CFO?

I am of the opinion that a leader can lead from anywhere in the organization and that top down doesn't work as well as people profess that it does. A competent CIO can align the IT strategy to the overall corporate strategy without reporting to the CEO. I have been a CIO reporting to the CFO, COO, and CEO. I was as effective in each situation.
In 2025 I cannot imagine a scenario where a CIO should report to the CFO. IT is not about Finance. This is an artifact of decades ago when the early IT systems were just financial systems. There may be scenarios where the CIO should report to the COO where IT is highly operational enabling business functions but not a strategic asset where technology is actually transforming the business. Given the pervasive nature of technology in most businesses, the CIO must report the CEO to have a seat at the table of the most senior executive team to drive how technology and AI both enable and transform the business.
From my perspective CIO's should always report to CEO's . This ensures IT is aligned with long-term strategy, not just cost control
To ensure the alignment of IT with the strategy of the company, CIO should report to CEO. Reporting to COO could make sense but definitely not to CFO, which is an old design when IT was considered as a cost center rather than a strategic partner and business enabler.
