These people pick themselves, but you have to enable them.

We try and encourage everyone in our teams to take a day every fortnight (10% time) to experiment on something new, and/or share their learnings with the broader team. The experience I've had with this  after a few of these sessions is that it quickly becomes apparent that there are some individuals who are more interested to experiment with new things (and more excited to share their learnings) than others. Such individuals become a natural magnet for opportunities where there is a strategic desire behind exploring a new technology or technological capability. Of course, there should be a leadership commitment behind identifying such individuals, encouraging them to collaborate with each other, and giving them the opportunity/resources to explore their interest.
