How do people set goals? What is the process for prioritizing? Is it better to keep them small and achievable and / or a BHAG ( Big Hairy Audacious Goals)?

Goals should be clearly defined with a purpose.   They should be achievable, but challenging.   We have both task/project/training related goals and qualitative goals.
