I'm going to take an opposing view to Pradeep. I think understanding what you need to keep and how you need to protect it then gives you the freedom to figure out what you need to build, and how critical it is to protect.

In my view, start with application and data strategy. This can ensure that data is structured and aligned with business. Once you know your data, and you have clear understanding of how applications are interacting with your data then you can think of data protection strategies to protect the data.
