We have several outside development programs that we send our hi-pos to - many at the Director and above level.  However, we have added two programs that target manager level folks.  I'm curious if anyone asks for a retention agreement in exchange for being sent to these types of programs? We currently don't require one, but some leaders have asked us to.

Yes but it depends on the cost and the type of program. If it is a development program that you deem needed for the individual to move the next level or is it on the initiative on the employee? I would say that if it goes over EUR 20K I would have the employee sign a retention agreement /pay back clause and add it to the personnel file. It won't prevent people from leaving as their future employer might just compensate.
