Why does Google not have a CTO?

I guess Google decentralized that function across engineering org. Google Cloud had a CTO at some point but became less effective under a strong engineering culture/org there.

With technically trained leaders who have a better understanding of technology there is less reliance on peer C-level leaders or a CTO to ensure good technology decisions are made
