My 2 cents is - Webinars, Video Capsules incorporated into Performance systems and learning portals plays a very vital role in generating awareness

Hello Keri,
Here are some practices that have been tried in the past:

1) Featured good practices that have worked for managers, such that it becomes a good practice guide. (Something you could try - convert such a guide into a story book).

2) Make the software intuitive with onboarding guides and feature guides that enable a user / manager to complete reviews (for instance, we assess values and have a guide on how to assess someone on company values).

3) The People Manager development learning journey has a module on 'How to have effective performance conversations, during which reviews are covered as well'.

4) We are working towards simplification of our employee performance management process for next year, and have introduced feedback summaries from check ins. This would make annual appraisals / reviews faster and more relevant.
