I have worked in a numb er of healthcare systems. I have seen it fall in either the benefits space or just under the larger HR umbrella but not directly linked to benefits.

There 2 aspects to this : The compensation or benefit strategy and benchmarking of tuition benefit to ensure an organization's market competitiveness sit with Benefits, however its implementation and governance in ensuring what is being reimbursed aligns with needed development is tied to L&D strategy and business needs, i.e. it is the Learning and Development teams role to ensure employees are attending training and learnings linked critical skills that are tied to required competency needs for their roles. Therefor the governance (monitoring and evaluation of request and approval) should be vetted and managed by HR or Learning development.
