Have other organizations adopted the idea of contingent job starts while background checks are pending, and if so, in what specific hiring situations (e.g., direct labor, high volume, professional roles)? Our goal is to expedite and streamline the new hire and contractor conversion onboarding process.

A prior organization I was at started doing this as background checks began taking incredibly long during the pandemic. They are a logistics company with a majority of hiring done on the front line hourly level in distribution centers. It was well received, and as part of our policy we required the federal background check to be back and clear before we could proceed and have an employee start as it was usually the state/county records that would elongate the process.

we have not adopted this idea, I do think it could be very beneficial especially for candidates.
