Donna Medeiros is a Senior Director with Gartner's Chief Data Officer Research Team. She covers the utilization of data and analytics needed for digital transformation and the strategies, policies and processes to empower organizations and agencies to be successful in driving change. She helps organizations speak data by providing advice on establishing data literacy, data management and change management practices. She has led research, publications and large-scale implementations on data management and analytics, stood up emergency operating centers for disease outbreaks and advised organizations on best practices and innovation in data and analytics technologies. Ms. Medeiros has consulted to governments, multilaterals and companies in the application of innovative and advanced technologies to transform systems including Integrated Architectures, Interoperability, Data Science including Advanced Analytics and Artificial Intelligence. Ms. Medeiros' career spans 30 years with extensive international experience and is a recognized Data Strategists, Architect and Health Data and Analytics expert for clients in North America, Asia, the Pacific, Latin and South America, Africa and the Middle East. For the past decade, she has focused on working with governments and private sector partners to establish national, state and organizational digital investments in data and IT, primarily in health, e-government and at universities. She has spent extended periods of time living in countries co-creating data architectures, policies and advising on the application of innovative technologies by using an agile high impact strategic approach.

Previous Experience

Prior to joining Gartner, Ms. Medeiros was a Senior Digital Health Architect and Policy Advisor for the Asian Development Bank (ADB) advising governments and organizations across Asia and the Pacific and co-authored publications on governance and data technologies. Ms. Medeiros provided technical assistance to Asian governments on national information systems, disease surveillance, electronic health record implementation and Data Center technologies. For the Pacific Island countries, she provided guidance in Digital Health systems implementation drafting a foundational guide for low resource settings. Also in that role, Ms. Medeiros served as the Senior Strategic Advisor to the Asia Standards and Interoperability Innovation Lab in Manila, Philippines. Previously (2015-2017) she led the Data and Analytics team for the U.S. CDC funded Flagship Emergency Operations Center with advanced analytics for global health security in Asia. Her other roles include serving as a Director of Data and Analytics for a humanitarian organization in NYC and 20 years as a Data Management Group Leader for a large Research Institute assisting the U.S. government and organizations in implementing data management and IT. Her career began in the mid-1980s leading data management for then new U.S. HIV/AIDS epidemic, working on behalf of NIH and U.S. CDC. Ms. Medeiros has advised the World Health Organization (WHO) and the World Economic Forum (WEF) in data and informatics initiatives and co-authored reports in data standards, value based care and data technologies. She has co-hosted symposiums in Geneva, Asia, the U.S. and the Pacific on lessons learned and the future of digital technology.
